Agreed, 100%. ZOS's reasoning was that these collectibles and the fishing trophies worked differently (which was supposedly confusing) and that players had to "use" the collectibles to get them to count (which was supposedly confusing).
Instead of making the collectibles work like the fishing trophies (and then making them BOTH character-bound), they could have made the fishing trophies work like the collectibles (removing the "confusion" over two different systems), and then just add a note to their tool-tips explaining that they needed to be "used" to count (removing the "confusion" over how the collectibles worked). Everyone would have been happy.
