They took deer out of Cyrodiil because their crappy system couldn't handle large scale pvp without falling over. Hell, the 'great' Imperial City ended up being a series of small, instanced rooms which was probably also a design choice pertaining to performance.
As nice as extra objectives would be, what makes you think their system could handle even the slightest addition?

That's map markers, not things in the world. If the guy you're hunting logs off it just fails the quest and lets you get another.
I was disappointed to see it be "Go kill Black Daggers"
