Gem of the Stars quest in Craglorn? How?

My destinations addon shows a "Gem of the Stars" quest in Craglorn just below Shadas Tear.

But i cant find NPC giver anywhere , his name is supposed to be Orrery.

Anyone know whats up with it? I completed Shadas Tear quest already (and 2 extra quest that were inside)

UPDATE FOR FUTURE REFERENCE

When you are inside Mtharnaz, you will see an old Dwemer orrery in the northeast corner of the northern room. Activate it to find a strange blackened gem inside, covered with small Dwarven runes.

The quest is on the orrery, you will not see it if you also have Message Unknown & Strange Lexicon quests for Hermaeus Mora. Hand those two quests in first at the seekers archive then go back for the Gem of the stars quest.
