Gem of the Stars quest in Craglorn? How?

My destinations addon shows a "Gem of the Stars" quest in Craglorn just below Shadas Tear.
But i cant find NPC giver anywhere , his name is supposed to be Orrery.
Anyone know whats up with it? I completed Shadas Tear quest already (and 2 extra quest that were inside)

✭UPDATE FOR FUTURE REFERENCE
When you are inside Mtharnaz, you will see an old Dwemer orrery in the northeast corner of the northern room. Activate it to find a strange blackened gem inside, covered with small Dwarven runes.
The quest is on the orrery, you will not see it if you also have Message Unknown & Strange Lexicon quests for Hermaeus Mora.
