Sounds like you need to install controller drivers.
I'm using an Xbox one controller and Xbox 360 and did not see such an error

Is your controller recognized by your PC os?

Typically this is related to a Direct X issue. You should install (or reinstall) Direct X and see if that resolves you problem.

@SonofThunder, have you completely updated your DirectX driver?

Power level to CP160 in a week:
Where is the end game? You just played it.
Why don't I have 300+ skill points? Because you skipped content along the way.
    Where is new content? Sigh.

I fixed this by installing the Microsoft drivers for the XBox 360 controller. I am running Windows 10 Enterprise 64 bit, and I installed the Windows 7 64 bit drivers with no issue.

Have you ever hooked up a Microsoft compatible game controller to your PC (like 360 or XB1)?

If so then you have problems with your Direct X version.

If not then the files have not been installed. You can install them manually like stated in other posts by getting the Xbox 360 drivers for Windows.

I suspect this check will be fixed in a future patch.

This fix is to install the DirectX Runtime June 2010 SDK... This is a optional package of DirectX files, one of which happens to be the one you need...

After downloading the full package, double click on it. This will prompt the package to self-extract...

Be sure to take note of where it is saved...

Then open the folder and double click DXSETUP, and you should be good to go...
Here's the link... It will start the download from Microsoft...

    Thanks!

Was wondering why the regular game worked but the PTS had PMS...
