In reponse to @Ethoir about consistency, that was just my guess about why they are changing this. Much of what ZOS does revolves around internal consistency of game mechanics and systems (remember the consolidation of buffs in the Major/Minor system and the revamping of provisioning with update 1.6? the casualties of those changes were much larger than this one by far). This change may have been on their to do list for months, but just now is getting implemented, who knows. They have to have consistent rules about things, such as what you can do while stealthed, in order to better balance and plan future development.

They dont want people not in a zerg to res their friends. IC is all about zerging and ganking. They want people not in the zerg to have to return to base to res.
This is being blown out of proportion. While your character remained hidden while rezzing, the blue resurrection ray was most certainly visible and thus a dead giveaway anyways. I've killed many people by throwing an AoE on the other end of the blue ray and popping them from stealth while they were rezzing. Looting crates, chests, and heavy bags also brings you out of stealth. This is just being consistent with things that you can't do while hidden.
Just because its consistent doesn't mean they have to change it. There's already several ways to keep people from ressing someone including putting an AoE on the dead player as you mentioned (the Caltrops method is popular as is Revealing Flare). So there's really no need for them to change it. ... Besides, after you finish ressing you are popped out of stealth for a couple of seconds anyway. While it may not be a game changer, it's indicative of deaf ears. No one asked for it, it doesn't help in any way, why do it? The reasoning isn't there, they simply make changes as they wish without considering cause and effect. In this situation, cause is unknown, effect is going to cripple small groups even more.

Well it is actually a big difference. While yes the beam gives your position away and shows you're rezzing someone while in stealth, you still are not yet "discovered" - meaning enemy players 20 - 30 meters from you can't hit you with ranged attacks but have to first close that gap to get close to attack you - a decision most archer's won't make. What this will lead to is anyone with snipe sitting back at a safe range and hitting you once you start to rez a teammate. Mine and most the people I play with in small group's modus operandi of rezzing is to stealth up and walk around the area of your dead mates to make sure there are no stealthed campers, if there are, engage and get rid of them, then rez. With this change people won't be camping the bodies, they'll be camping as far away as possible to be just in range of their longest ranged ability. This will make the risk of rezzing someone so much higher that I think 9/10 times it'll be more efficient to release/revive.
