I downloaded dll and installed in my PTS game folder. I found video on youtube from fix4dll they have a spot where you can just download the dll and dont have to download any software or anything.
I wouldn't be happy having to resort to a third-party download to fix a missing DX file. Is there an official Microsoft way to get this fixed? On the other hand, ZOS should try to make sure this issue doesn't transfer to Live, as there will be a load of players who won't know how to fix it. They will most likely try reinstalling ESO, when it is not ESO that needs reinstalling, but something related to DX.
Some reported updating their DirectX resolved the problem, and I have also heard that installing Microsoft's XBOX 360 controller driver worked to resolve this for some people as well. This is all happening because of the new controller support being added to ESO PC.
