So if Orsinium is the next update (8) and say Murkmire is after that (9) , will the patch be coming at some point between 8 and 9. Or is it going to be coming with update 9?

Why "in a later patch"? For over a year PvPers craved an update, and during this time you and other members of the ZOS team kept dropping hints about IC and how it's going to be this awesome PvP update. What we got is a base game patch that addressed absolutely no balance issues and instead promotes zerging even further, twinned with a DLC that is fundamentally a PvE update.
It's about time you start catering to PvPers a little better, particularly you, @ZOS_BrianWheeler, as ESO PvP lead. We've seen enough "soon™" posts, followed up with very poor results. As a customer to a service provider, I say this:
You need to do better
and I speak for a lot of people in doing so.

This system probably died with the sub model. They need PvP players to pay for something or we don't add to their bottom line. Therefore we need to grind PvE xpacks to compete. They will upgrade the PvP gear at a later time when sales drop. Sad, but the PvP side of this game was designed for a sub.
