I strongly disagree with the bolded part. Most of the skills unlocked by gaining alliance ranks are useful in PvE as much as PvP, think about caltrops, rapid maneuver, magicka detonation, vigor, guard, barrier, warhorn...That means with the exception of siege shield and flare, all of those are great.Levelling up indirectly unlocks more skills.
