Simple question then, why is almost, if not every single emperor a magicka build?
i have access to snipe, I pvp a lot...and I don't use it.
If you're dying to snipe, you're doing it wrong.

Problem is most magicka users can't really use heavy armour if they actually want to be able to kill people. They'll run out of resources too quickly.

i dont have Problems, and i kill most ppls 1v1, exept templars
24k Magicka 30k HP 20K Stamina 1,8k Spellpower, 1,6k Magicka Regen
Spellres 32k Armor 30k
1 Whipe cost me 1,7k Magicka
with epic v15 bufffood,
without tripot buff or entrophy

Its not exaggerating, what you ask is a nerf to something that goes toe to toe with the opposite side, stamina versus magicka. Snipe is a good skill, far from an insta gib uberpwn skill you make it out to be.
Youre not one of those i see alot, standing on castle walls, taking a snipe and not moving an inch, and get sniped to death, are you? Because then i can understand why even post about it. But in that case, its your own fault you die to snipes and not because the skill is way to powerful.
The stamina cost and charge time are fine for the damage and range it has.

basically, if you get killed by certain abilities you don't use or class that is not your own,
suddenly it's op and needs to be "addressed" which often means "nerf".
I'm sure many pvp players have something else to say but "addressing" for the sake of pvp balance affects end game pvE a LOT and it hurts bad.

Also why can it be spammed as fast as it can? For a long range skill it should have a higher cast time.
It also shouldn't be hitting 12-20k. Per shot. With it's range + travel time you can have 2 mid air at once.
It puts magicka builds at such a disadvantage vs any stamina build because of its range and dmg, no magicka skill can even compare to it. Same in group vs group situations, with a magicka build you need to get to the front of a group to target the front of the enemy's. Problem is you get spammed by 3-4 snipes by people completely out of your range and in the middle of the enemy group, who are relatively safe.
A attack which such range which can be cast 'safel'y away from the enemy shouldn't be doing such high dmg or be able to be cast so quickly.
Snipe should be used as an opening to a fight, get one or 2 off before in range sure, but not for 12-20k dmg each and not with a 1s cast time.
The fact in cyrodiil theres so many stam builds just spamming this, stam nb's making up like 40% of cyrodiil pop, it's literally all that appears on my kill feeds.
