[BUG] Medium Armor Agility Passive not granting 12% increased Weapon Damage

you probably have a lot of lag because It has a cast time of 1 second, if you can animation cancel it, then it's probably a bug on PC.... Or lag

I don't care about the cc... I'm more interested in the wrecking blow and heavy attack hitting at the same time

Its a canceled heavy attack that does damage like a light attack. Addons show it as heavy(medium) attack but in real its a Light attack.

NOT bugged. It's working fine!

It just doesn't give you the weapon damage out of combat!
