In anyone's book, that's an overwhelming majority.
So the question should be not if, but when will this be implemented.

Even Blacksmurf doesn't mind some type of text chat as long as it isn't on screen. It being part of the social menu isn't a bad idea. One last thing. How does anyone already doing all the game has to offer with no problems, this includes me, have any right to tell the people that can't, because of one reason or another, adapt to a system that never thought of you to begin with.
And some people don't understand that everything CAN be done in ESO with out text chat and actually done pretty easily.
How do you go from can become hectic, sure in one comment to pretty easily in the other? Also why do you assume that everyone's expeirence is going to mirror your own?
Frankly I've tried more Guilds then I count. I've never in fact refused a guild invite, when not at 5. I have always looked over the roster and popped in Guild Chat at least a few times. I'm still looking for a guild. I've scoured the internet, looking for one, and done just about everything I can think of, including standing next to the Undaunted stating that I was looking for one. So I don't have a positive attitude because I have tried, and it's not working.
Being hectic in a voice channel is different than easily getting stuff done.
If you're on PS4 and N/A , I can help you.
Ask yourselves this question.
"How on earth, is there people flourishing around me and I'm stuck?"
Already answered for you.

SO here is what I continue to see on this thread....people...including me are identifying opportunities within the UI that if changed, would afford better gaming experiences but its lost in this topic of "text chat" which isn't something ZOS has interest in talking about.

some things that EVERYONE is interested in:
-additional trade options on console
-finding groups on console (a better tuned and working group finder tool)
-seeking and getting help in zones ( some sort of something)
-finding guilds (other than forums or spamming in towns)
