I just see a whole lot of that cookie cutter "please keep the discussion civil" message.
There would be more intelligent and civil discussion if we knew that developers cared about our input...and even in the short time I've spent on these forums, I've seen way better ideas from player input than have been made by ZoS in the past.

And sadly TESO live is more dedicated to fan pictures, "Life at ZOS" and marketing promotion.
It seems that having the combat team for balance, the ability team for design and the QA team for bugs is of no interest to us.3 -

I think OP and I are talking about the lead combat designer for example who is not on the list.
People responsible for things that DEEPLY matter in fact, not business as usual bugs.

Don't confuse "moderator" with "developer". The people who come in and moderate the conversations when they get too personal or violate the CoC are not developers, and the developers will not be moderating the forums.
The developers are reading the forums and they do post from time to time. They do not engage in a lot of back and forth conversation. Lambert will /lurk to indicate that the conversation between the players is interesting to him. Wheeler and a few others will come in and make comments and occasionally answer questions.
They are not chatty and prone to water cooler discussions, though. The information flow is decidedly in one direction, towards ZOS.

I have had several developer interactions through the forums, so I would say "Yes, it is just you." The developers don't usually engage in lengthy discussions, but they do show up to answer questions or indicate that a stated problem, like a bug for example, is noted and will be looked at.
What I have highlighted from your quote refers to moderators, I haven't seen any of the actual developers tell people that they are violating the terms of service, I am pretty sure their job isn't about that. Also I think most of the developers don't actually have time to go on the forums during work, which probably means they do this in their off-hours, plus I would assume that any important / interesting forum threads are conveyed to them by the moderators.0 -

If you mention the forbidden word, "Templars", your thread will be sunk and you will get no dev responses only Mod responses telling us to be nice.
