Has anyone seen these in anything other than white? Maybe I just have horrible luck.

Its probably purple (or gold) quality like the other end game jewelry sets in the game, like Adoitness, Cyrodiils Light, Healers, Footman etc.

They come in purple quality by turning in trophies at the trophy vaults. Although its RNG.

So the new jewelry sets like Willpower come from the Trophy Vaults? And the item quality is RNG? So there's nothing special you have to do for a chance at a gold piece?

It should only drop as purple quality now and not blue quality. I never heard of anyone getting a white or green version before.

The Willpower/Endurance/other one come from Trophy Vaults.

The quality is not RNG, the piece of the set (ring/axe/sword/chest/etc) is RNG and so is the trait. Apologies for lack of specificity. I think there was a fix to make sure you always get purple a few weeks ago.
