I think being able to skip the sewers (and all districts but Memorial to be honest...) and jump straight up top removes a major component of the Imperial City. I don't disagree with that. What I would like to see is a District Control concept (which was in development, but was scrapped) in which only the controlling alliance would have access to a district via those ladders. @Manoekin there actually IS an event down in the center of the sewers. However i havent done it myself, so i cant really comment on the quality of loot gained. Knowing ZOS its probably pretty underwhelming.
On topic: I like the idea this would populate the less used areas of IC quite a bit and maybe even spread out all the fighting from the memorial district.
