    I guess it is safe to say that IC is NOT for anyone under level 16,huh? So,my highest wont be too welcome.He's only VR4.

    You mean under VR16? You can play and be quite effective with less than that.

    Please make things fair and allow V15/16 weapon/armor/glyphs to drop from ALL Trash Mobs in ALL scaled up Dungeons outside of Imperial City.

    In the Base game update, if you are going to raise the VR cap and have new mats for crafting, then you also have to have a more feasible and fair way for non PVP players to get these new materials.

    Having them drop from just bosses and mini-bosses feels like ZOS are teabagging each and every one of your PVE players, especially the ones who are not comfortable with, nor like PVP aspect of the game. There are more of us than there are PVPers and once this catches wind for those who are not on the forums, nor have access to the PTS (especially the console users) you are gonna have so much hate spewed at you, you might spontaneously combust.

    We all get what you are trying to do.. either get every one to buy Imperial City, which Rich Lambert already said is for the PVP players. So why would PVE players want to buy it?

    Oh wait, that's right, we don't want to buy it, we are being FORCED to buy it because you are gating/paywalling our ability to gain mats through trash mob drops behind Imperial City DLC. We are also waiting to see how quick they appear in the Crown Store, you know, for convenience.


    This is not fair to your PVE players. The grind to get the number of mats required is more than enough to make people quit the game as it is, but to add the additional FU to your PVE players by making only bosses and mini-bosses drop the v15/16 gear is going to hurt this game much more.

    I have no issue with you putting the new special dropped gear sets behind the IC DLC, but I and many other players have an issue with you putting Materials for Crafting behind this paywall with no reasonable and fair (on par) way to gain them outside of Imperial City DLC.

    This needs to change.


    Imperial City does look fun.... without the PVP aspect. If there was a secondary release where it was like Craglorn, requiring a 4 man group, but no PVP I would definitely buy it, because those Deadra fights look fun and awesome. But having to deal with those and PvPing at the same time.. No thanks.

    Of course, this could be alleviated a bit for PVE players if the Keep ownership requirement is kept in place, but already PVP players are whining about that restricting their access to a paid DLC and don't want to work to defend their keeps to keep access to the zone.


    Additionally, I am not sure if you have considered what is going to happen by keeping these mat drops almost strictly behind the Imperial City DLC paywall.

    Basically, you are going to have the super Elite (never leave the sofa for 20hrs a day) PVP Guild members who are going to dominate IC and get new V16 armor first.

    They are going to hammer the hell out of every other players on the board.

    Whining and QQing is going to ensue because the average player (both PVP and PVE) is not going to be able to catch up to them for a long time to make the playing field more even.

    As a result, you guys are either going to nerf everything or you are going to have a lot of unhappy customers and you are going to loose a heck of a lot of them.


    By allowing the trash mobs to drop the V15/16 armor in ALL scaled dungeons in ALL zones, you are going to ensure at least a fair economy and a better balance between the PvP and PvE community. PVP players will not "own" the market on the new materials, and with a little competition, they at least are not going to be able to sell them for 100k gold a stack, which I am sure is going to happen.

    There are a fair number of PVE players out there right now where V16 armor would allow them to start doing higher Vet ledges etc, because it will give them that little bit of a boost above V14 armor that will allow them to survive better. These players don't usually have characters created with the best options and abilities being used, but they were created that way on purpose as they didn't want to make another cookie cutter build.

    Giving better odds to these players to be able to gain the mats to make the armor they need will open the game up more for them. They will play more often. I know from my experience, going from V12 to V14 armor made enough of a difference for a couple of my toons that I was able to survive much better than I had previously doing the same dungeons.

    I get you guys are concentrating on how Imperial City DLC itsself is working right now and the balance with it, but you need to consider this one change outside of IC DLC before it is released to avoid the backlash you are guaranteed to receive after release if the change is not made.

    If you feel this one concession is going to ruin how many players buy IC DLC, then this game has much, much bigger issues happening.

    All PVE players outside of IC are asking is for a fair, on par with IC dungeons chance to gain the V15/16 mats the require to Craft new armor for themselves. We are not happy with the amount of mats required for the creation of that gear, BUT, we can live with that as long as we are able to at least access the mats as readily outside IC as inside it.

    If I am going to be playing a dungeon scaled to V16 then I want to receive the same level drops from the enemies I am killing like I would in any other dungeon, not just from the bosses and mini-bosses. Where's the risk vs reward in that?
