I was unable to find any "official" post from ZOS showing they actually grew up and learned how to manage data streams or utilize bit torrents to help download and patch their game. Instead, new and returning players are still forced to download over 84 GB of data for a total install of HALF the size! WTF and WHY is this still going on over 1 year later?!?
I seriously want to know how ZOS is the only company in the history of MMO games that does this. How can after all this time you still require players to download 2x the size of the final install?? There is an entire engineering and data management team here at Austin Community College that could probably help you resolve this, or better yet, teach your engineers and devs how to structure your data and utilize current technology like "bit torrenting" to help your players download the game in a timely manner.
Oh well, reviewing the past posts from a year ago on this issue tells me all I need to know, ZOS just doesn't give a crap, because if you actually did, you would have a much smaller download data footprint and utilizing better download management systems for your players.
