Because those imbalances aside - well, parts of the champion system, too - 1.6 is actually nearing a point where it is a solid and stable build - so why just throw all that out the window?
Especially seen in the light that history tells us, that everytime a new big build is pushed out, the player base has to suffer 6+ months of bug and exploit fixing.
1.6 is intense, fast-paced, visceral, reactive and good duels can last 5-10 minutes. In 1.7, PvP combat is slow, clunky, dull and... quite frankly a lot more boring. Not to mention that good duels will probably last 20 minutes, and who has the time for that... well, in 6 months time they will, once the bugs and exploits are fixed and 1.8 is around the corner.
Whatever happened to the old philosophy of building a solid foundation and then continiue building on top of that once it is stable and has proven its worth? Why tear it all down and build from scratch all the time?
I am quite certain that there can be found other stuff to do in order to keep the mappers, programmers and designers employed - like fixing current bugs and adding new content.
I expect that 1.6 would perform wonderfully if just nirn and shield stacking would be fixed. Perma-blocking and infinite dodge-rolling are hardly issues anymore because people have learnt to combat it.
