✭NoOutside of Cyrodiil? No. Unless it was completely opt in only. I would like to see more mechanics introduced that encourages more cooperation amongst the players.
ETA: maybe if there was meaningful punishment for getting caught. Like being sent to prison. Of course it would be a split second time in prison, but your skills and abilities would degrade a noticeable amount and you would need to grind the XP all over again. ✭✭✭✭✭YesYes, but with severe limitations. No items, only gold, and a hefty limit to that too - it should not be something that can be abused to screw someone over, merely a flavor addition.
Meaning, not only should there be a low cap on how much gold you can take from anbother player (I'd say, at most 150 gold, or 10% of what they're carrying, whichever is less), there also needs to be an long "already pickpocketed" status that keeps one safe frum further pickpocket attempts, or thieving players will just steal again and again until someone is throughtly frustrated at having all their money stolen.
Purse snatching for small change (and bragging rights) is okay. Screwing players is not.
Alternately there could be some system that allows players to make payment for stuff (repairs, guild vendors, merchants, etc.) from their bank... that way, noone would have to carry much gold with them, and all the did carry they knew could be stolen...1 -

It's bad enough they decided to add collectibles and PVE content to Cyrodiil. It took me nearly a week to finish all the caves and skyshards - I got harassed by enemy players countless times during my adventure and honestly if they had been able to steal my gear I would have ragequit.
It's already not fun trying to quest in Cyrodiil, why in Oblivion would you want to make it even worse by making it possible to lose our damn gear?
Also this would just open the door for cheap scrub play and grieving, scrubs can find an idling player, steal a vet players gear and never have to actually do anything on their own. Or you'll get a crowd of 25 players who travel in packs looking for other players who have 100% no chance to escape such a massive mob and they'll just grief the crap out of PVP....
