Let the grinders get rewarded for their time put into the game.
Let the casuals be able to play pvp on a server they can actually compete in.
Cap is just a band-aid which doesn't actually solve the problem, it just pisses a lot of people off.
Just make capped servers. It's so simple.
Server 1: 0 CP NON VET
Server 2: 0 CP VET
Server 3: 100 CP Cap
Server 4: 300 CP Cap
Server 5: 600 CP Cap
Server 6: No Cap
In a few months, when more people hit the 600+ mark, you can add another server to keep it closer.
ZOS have all the player data, so they can just adjust the server caps as the player base moves further towards each cap.

Theres 2 Campaign on PC EU and 1 PS4 EU, whats active, theres isnt even nearly enough population to do what you suggest. Everything would be so easy if this had high population and it sold like hot-cakes but it isnt.

That's a shame. I didn't know the EU servers were so quiet.
I run on PS4 NA and it's very busy all the time.
DC in BWB is always pop-locked. It's pretty ridiculous how many people they have running around there.

This is the problem. Catch up is fine if you have high and mighty goals of one day becoming the top tier pvper. So I think that is certainly something that needs to be implemented, to cater to those who want it.

That's basically where I am. I just want to enjoy the PvP without being run over by people with much higher CPs. There's enough to deal with between different classes.

A solution to that is 0-CP champaign that disables all CP. Not forcing everyone to lose part of the progress they worked hard for.

Anyway, I see the cap as a way for others to sort of catch up. WHich while thsoe who have the CP will grumble, this is something that is in fact needed as a whole. those heavily effected are a much, much smaller percentage.
