@ZOS - Please remember the skills that are getting hit twice with the new Cyrodiil battle (de)buffs

Three notable skills that are being double nerfed are Blazing Shield, Healing Ward, and Surge. Blazing Shield's outgoing damage is dependent on the strength of the shield, so the shield portion is nerfed in Cyrodiil and then the outgoing damage is double nerfed because it is based on the shield and also takes the 50% dmg hit. Healing Ward's heal is based on shield strength, so that too is getting double nerfed with the shield strength reduction and heal reduction. Surge heals you for a % (anywhere from 40-60%) of your critical hits total damage, so the damage is taking a 50% nerf and then the heals based on a % of the damage are taking an additional 50% nerf. I'm sure there are many other skills out there I am missing that take a double nerf with these new Cyrodiil battle (de)buffs.

I've not played 2.1 enough to say without a doubt that any of these abilities need a buff because of the nature of the skills and the fact that they are taking 2x the nerfs, but my intuition says Blazing Shield and Surge certainly weren't over powered in 1.6-2.0 build, so they may need some further buffs. Healing Ward was very powerful in 1.6-2.0, so maybe it is more in line with PVP balance in 2.1 with the double nerf.

    Since were on the topic of healing....

    Healing in Cyrodil took a really big hit as expected. Some mobs and Bosses hit for 50-75% of health and it now takes 4-6 Breath of life casts to bring that back up. I am noticing that magicka drains are a lot worse now than before due to all the extra casts needed.

    Can we have Blazing Shield scale off of magicka like a proper shield please? You'd have to be an idiot to use it in 1.7.

    We ran into some named (mini boss I think) who would summon portals that brought out these vicious little lightning *** (scamps I think) and he would hit me for over 90% of my health. Trying to heal back up with Rally/Vigor seems much slower than it used to be. The healers in the group seemed like they were having a hard time keep anyone up as well.

    This is just from a pve standpoint. I can check on my NB or Sorc later while PvPing and see how much I am getting healed for from Healing Ward. I have around 37k Magicka and around 2500 spell damage I think. Not using Critical Surge though, I am using Structured Entropy.
    I got killed in pvp, nerf everything...

    Keep in mind that Spell Damage bonuses in sets got a nerf too (~170 before to ~120 now), so that is contributing to the lower healing efficiency too.

    ((I suppose weapon damage buffs too a nerf too? Haven't checked myself... Templar Healer here.))
