Three notable skills that are being double nerfed are Blazing Shield, Healing Ward, and Surge. Blazing Shield's outgoing damage is dependent on the strength of the shield, so the shield portion is nerfed in Cyrodiil and then the outgoing damage is double nerfed because it is based on the shield and also takes the 50% dmg hit. Healing Ward's heal is based on shield strength, so that too is getting double nerfed with the shield strength reduction and heal reduction. Surge heals you for a % (anywhere from 40-60%) of your critical hits total damage, so the damage is taking a 50% nerf and then the heals based on a % of the damage are taking an additional 50% nerf. I'm sure there are many other skills out there I am missing that take a double nerf with these new Cyrodiil battle (de)buffs.
I've not played 2.1 enough to say without a doubt that any of these abilities need a buff because of the nature of the skills and the fact that they are taking 2x the nerfs, but my intuition says Blazing Shield and Surge certainly weren't over powered in 1.6-2.0 build, so they may need some further buffs. Healing Ward was very powerful in 1.6-2.0, so maybe it is more in line with PVP balance in 2.1 with the double nerf.
