We are not saying that it's okay, just that if you have a disability, then it may take a bit more time on your behalf to do some research into games that you are playing to make sure that they work with your disability. If the console version didn't include something that helps you out, then maybe this wasn't the game for you at this point in time.
Take some personal responsibility for not doing your research ahead of time. It is not like Zenimax kept the lack of text chat on consoles private. It was well known before the game released on consoles that it would not have that feature.

When an OP starts off by using inflammatory language, it is likely that the responses won't be the best.
For instance, if the OP had come here and said the following:
"Hello everyone,
I (or a friend of mine) am hearing-impaired. I am finding that playing this game on consoles is very tough for me without having text chat. Do you think it would be a good idea if this feature was added to the game? I know that it would help me out a lot."
If it was like that, I bet you the responses would have been full of people linking in Devs and forum mods and people telling the Developers that this is another reason why text chat should have been added from day 1.
