Just because there is no other skill in the game that applies damage then a DoT at the same time doesn't mean it's bugged. NOTHING is broken just people unable to comprehend tooltips and passives.
The skill is bugged.
The first tick should not be applied instantly. No other skill behaves that way and when Fire Trebs behaved that way at the start of 1.6, they got hot fixed.
It's not that the skill is not bugged. It's just that it's not bugged in the way the OP thinks it is.

A small list of skills off the top of my head that don't explicitly say "every second":
- Searing Strike
- Fiery Breath
- Sun Fire
- Talons
- Cripple
There is no other skill in the game that has damage + dot and the first tick of the dot is applied instantly. In fact the other morph, Flawless Dawnbreaker, works correctly. The first tick happens after 1 sec. Only the Smite morph has the bug.
It's just poor wording on Zenimax's side as usual, don't trust their tooltips.

What is happening with Animation cancelling is that the 7k ish damage is being instant on top of the DOT ticking straight away(the full damage) like the fire trebs were in the past. What this means is every Tom *** and Harry is now running this Ultimate and 1 shotting people for 20k

No. What is happening that instead of the DoT ticking for X over 6 seconds, all 6 seconds of the DoT are being applied INSTANTLY when the ability hits. Meaning Ydmg from the attack + Xdmg*6secs. All at once. All with no animation.

Either way, OP needs to learn to block Dawnbreaker, it's never been a problem until recently because people decided to use it then you get the crowd of people QQing that they can't block or blame it on perma blocking.

They are NOT blaming it on perma blocking, they are saying that they cant block it as there is no wind up, so would need to perma block it in order to do so
Purge it? I do not believe you understand anything that anyone is writing here. Yes you can purge the damage over time effects, but not when they are instant rather than "over time" (as is the case)

Many also button spam this ability in lag to multi-cast the dawnbreaker (it does work, it doesn't just look like it does - I have a screen cap of someone hitting me with it three times in a row on my recap in a lag fight and it's a player that knows they are taking advantage of lag).
But they were supposed to fix the ticking on cast for this a while back, don't know why it hasn't been. They like to take their time though.

I see now. Still, doesn't seem like so much of a problem. Everyone has damage shields some way or another that would easily block this and make it survivable, and considering the way things are with the current meta, any build who isn't using a defensive ability like that kind of deserves the 20k to the face :P
Most people don't run more than 25k HP in Cyrodiil for obvious reasons, and you think an instant 20k dmg animation cancel/abuse is not a problem? I think we might have found someone worse at balance than the current team at ZOS
I'd also like to point out that not every class has sorc shield meta available to them. NB have no class shields, and the DK/temp shield usually is about 5-6k. That's hardly enough to counter one of the few skills that makes it through the lag, and a skill that could be used from stealth. You can mitigate the issue somewhat if you run full nirn, but that in and of itself is a major balance problem with its current implementation. If you can get instagibbed in less time than it takes for a CC break animation, that's pretty bad gameplay imo. This particular ult abuse is just one more thing piling onto that problem.
