Dont forget damage is being greatly reduced in Cyro as well. Ganking will not be nearly as quick as it is now.

The announcement and information since ESO Live all have said in groups they are shared. So, why not?

You cant do that.
TV stones will have their own separate counter and they will be "outside" of inventory. Cant get rid of them. They had to make sure PVP gankers will be satisfied with new harassment game mechanism.

Well that's no fun :P
I hope you can go from the new dungeons right to your alliance safe zone, that way you can grind TV in the dungeons then head home without fear of gankers.

You gave me an idea to change the title to brainstorm how to exploit the system so it can be addressed before it becomes an issue. So lets hear all the ideas everyone has!
Of course, there can be a fine line between "exploit" and "creative use of the system."
If you watch the ESO Live stream, they addressed "boosting" and the buddy-buddy system of exploiting Tel Var Stones.
Thought that was just that the multipliers won't work on looting players.
Even that simple implementation is at least something. I'm sure that with player feedback and PTS testing, anti-griefing and anti-boosting measures will be put into place, or a diminishing return on it.
They giggled as they called it ganking. Theyre aware of its griefing nature and they look forward to it.

Nope, ZOS took care of it aswell.
TV stones can be looted only in PVP mixed areas. No TV stones in dungeons.
Thats how fun is the new harassment mechanism

This is what I find to be the most disturbing. The fact that the ZOS employees themselves think something this stupid is funny. This feature should be flaggable is they leave it in at all. That might get people like me to at least think about resubbing or subscribing.

Oh my god. Do you guys think any of us speaks for everyone? They probably couldn't help but laugh at all the crying about ganking in PvP content. I don't know how anyone who really PvPs isn't used to ganking as just being part of life. There's ways to deal with it and you don't always win so yes; it is hillarious that people are so up in arms about it.
Not sure if this is possible in ESO, but an exploit I've seen used a lot in another MMOG was instant logout as soon as an enemy player attacks you (or even as soon as another player is nearby).
Never tested what happens in ESO when you hit Alt + F4, but if it's possible to instantly log out with a character in the Imperial City in any way, that could possibly be abused.
