    If everyone has the Imperial City, and depending on the keep requirements, we may see "IC servers" replace buff servers. But not everyone will have the Imperial City, being a paid for DLC, and if "IC servers" do crop up, ZOS can change the keep requirements on a campaign-by-campaign basis.

    So,

    The people who play on the empty servers are sooo bad one person could kill 2 bars of their population by standing still and casting steel tornado 5 times (I'm exaggerating a little but you get the idea). Anyways people can go farm on a buff server but all it takes is 1 good player to go in and take all their stones. It'll be like stealing candy from a baby.

    Plus there is only like 2 dead servers atm and population will probably skyrocket when the update hits. So yeah, I doubt there will be anywhere to hide... Plus people will probably spread out across the campaigns because I think it'll be too chaotic to play in a crowded imperial city.

    On PTS we will be testing access the following access rules and deciding if certain campaigns have different Access rules or be universal across all Campaigns:

    - However if there is a keep requirement, players could cap all keeps on the map creating a buff server and then they would be safe to farm imperial city with no danger until they lose some keeps.

    - The problem with everyone having access though I think the popular campaigns imperial city has potential to become overcrowded chaos (this is just my speculation). Keep requirement is also a good way to balance out competitive servers.

    Just my initial thoughts, I guess we'll just have to wait and see how it balances out.

    Another way to look at the potential keep requirement is a great means of griefing PvErs in the most satisfying way possible: cutting their access off by taking and holding 1 keep. After all these months of buff servers, serious PvPers have a lot of steam to blow off. >:)

    But it also has strategic value, as PvErs in Cyrodiil will prioritize the captured keep over any other push somewhere else in the map...



    Wheeler mentioned they can set the access restrictions on a campaign by campaign basis, so in theory ZOS can actively fight IC servers by granting all the subdued alliances unrestricted access. If they're rule set allows them to go so far as assigning entry restrictions on a per alliance basis within each campaign... IC servers will never last, if they even begin.
