The reason the Devs have said no is it would make the game crawl. To make things move realistically, you need an animation frame behind the skin, as the frame is what really moves. Each part of the frame is called a Pipe. When the devs tried to add more than 2 pipes to the frame, it caused huge lag issues. I don't remember how many pipes they need to make a decent looking frame, but it was in the double digits. Compare this to say the arm of your character, that is one pipe.

So, basically, the Capes they could give us would just look terrible, and the capes people would want, would just cause huge performance problems.

From what I understand it'd be too much of a pain in the guar to render without affecting gameplay.

Different Engine, different graphics. I did not play Heroes all that much, but I don't remember seeing the detail in the costumes that TES has, so that could also have something to do with it.

Yeah, that's kind of my point.
Don't get me wrong, I'm not pushing for capes, I don't need one, I'm just saying that a relatively simple game was able to create really good looking capes because, I think, it was simple.

I don't know anything about programming or game design but I imagine the complexity is really in the mesh and animation, but the visual beauty is largely in the texture. It doesn't seem like too much of a stretch to implement a simple cape mechanic/mesh/animation similar to City of Heroes just with more detailed textures.

I guess, to me, it sounds like the Devs are overthinking this one when there might be a simple solution right in front of them.

I could also be very wrong.

PS2 games had working cloaks and capes (e.g. LOTR: The Two Towers).

ESO has a high quality bar and good graphics, and so the cloaks/capes would have to be implemented to match, but really, any modern 3D engine can incorporate minor cloth physics (and as low-end setting, no physics just "dumb" animations).

Walking around with a blowing cloak in the wind, torch held in my left hand and dagger in my right, would add a lot to the game.

It's not too difficult. Heck, Dark Souls 2 has both.

There was an interview or a post from a dev about this. Which is where I got the information I posted above. They tried it and could not make it work.

Appreciate the insight. I cannot say that I truly understand. Regardless of what the devs say in the interview or whatever, I have played many, many high-end games that implement cloaks and do so flawlessly. It just seems like such an odd thing that this is such a challenging hurdle in this game, with this engine.

Can I ask what engine this game is made on? Do we have any info on other games made with the same engine?

Early Development was done on the Hero Engine, same as LOTR. However the engine that runs this game and it was fully developed on is unique to ESO.
