Not yet, if ever. That would be Phase Two of the Justice System.

They haven't implemented it, and may never implement it, until they figure out a way for it not to turn into a 24/7 grief fest. Unfortunately, there are untold numbers of griefers, gankers, and sociopaths out there thinking that the enforcer stage of the justice system is going to allow unrestricted open-world PvP, and it's not going to be that way. It might not get implemented at all.

That's to keep players from abusing it without fear of consequence.

Well...if I murder somebody in New York State, I should hope the police in Texas State would still look for me, and arrest me for it.

Just logical, to me at least.

I'm actually hoping it does this as I'm going to use the system to satisfy my desire for open world PvP. We need some sort of open world PvP in this game. I mean, there's no excuse not to have open world PvP in such a large-scale game. At very least ZoS should implement a flagging system to separate those who want to engage in open world PvP from those who want nothing to do with it. Satisfaction for both parties. It already stinks that we don't have a choice to opt between Caldwell's Silver/Gold and making a strong, meaningful, and memorable faction push deep into enemy territory.

Lol you guys crack me up. You call a system where a pc can hunt u down and take your stole stuff a grief, when you have a chance to defend your self, and have other thieves protect you briefing. But a invincible army of guards are all over, and kill you on site that's not griefing you. You make it sound like if they kill you something bad happens, other than you lose your stolen goods, and have to pay the bounty. O wait that already happens. Don't be a idiot if some one 60 lvls higher then u is sitting by something. If you think he's gonna have the patience to sit there forever well....... I wish the maker of this game would stop listing to people who cry about everything all the time. They certainly don't listen to me when I asked them not to go free too play. If you don't want to get killed you don't steal or murder that easy. But I doubt with the way this community is that something like that will ever get put in.

No wonder, as the game is not f2p.

We cannot attack players stealing, yet. Hope at some stage this is implemented into the justice system.

Hope not, I had to pickpocket a LOT of npc's to get Ledgerdemain (or how ever it's spelled) to 16 to get full stealth upgrade I need for my night blade. It would suck very, very badly for newer players or alts trying to level that skill set while getting ganked by players and city guards.

If it's more like cops and robbers with the option to pull a heist or collect bounties I'd be down with that. Otherwise, players will camp the entrance to fence shops and gank players trying to pay a 53 coin bounty.

I could see it working indirectly. If you're were looking at someone who committed it a crime you'd get a temporary synergy skill you could activate to call the guards on the person. After which they'd have to pay their bounty or flee.

It's really quite simple. Some people want PvP in the open world, others do not. Both points of view are equally valid. As for your solution for those who don't want it, denying them the opportunity to engage in part of the PvE content of the game because it has been given PvP penalties is no solution at all. I have no problem with the game having PvP, but not in ways that directly interfere with PvE.

If they implement the pvp element of the justice system, enforcers would likely only be able to attack players who are kill on sight. That would be the only way to balance things and not have tons of people griefing other people.

Sadly, no. From time to time, you'll see criminal scum cut down by the city guard, but it would be cool to be able to go after bounties. Choices should have consequences in this game.

Unfortunately, many folks want only PvE, including the ability to release their inner-psychopath, without consequence.

IMO, that's an easy fix. Any justice player would be able to challenge a player with a bounty, providing the criminal scum with a countdown timer, after which he toggles red as a target. Otherwise, the criminal could just pay his bounty, his record is cleared, and he moves on.

... except for murderous scum, who would just be ruthlessly slaughtered on sight.

No, they want PvE consequences for PvE actions in PvE areas of the world like the cities. They're happy to leave the inner psychopath stuff to PvPers in PvP areas of the world like Cyrodiil.
