If I murder an enemy from a warring country, I wouldn't expect my own faction to arrest me for that.

Right? I would think the guards in Mournhold would be celebrating my killing my way across Auridon, not arresting me for it

There's a difference between killing enemy soldiers and murdering civilians.

As for the system, I think it is too easy right now to get away with thievery and murder. There's one poor woodworker shop in Skywatch that I loot everything from while standing right next to him and stealing crap that is right in front of him. When I first tried pickpocketing I failed several times, so I lured the ticked-off NPC into a dark alley and murdered them (yay for the "murderer" achievement).

Not yet cause let's be honest open world PvP will cause some problems so they really have to find a way to add it in with out giving "those players" all access to griefing and all that BS. I do want it how ever I want my shiny guard armor and to be able to say it you all know what I'm talking about back in oblivion days.
