Well...if I murder somebody in New York State, I should hope the police in Texas State would still look for me, and arrest me for it.

I'm actually hoping it does this as I'm going to use the system to satisfy my desire for open world PvP. We need some sort of open world PvP in this game. I mean, there's no excuse not to have open world PvP in such a large-scale game. At very least ZoS should implement a flagging system to separate those who want to engage in open world PvP from those who want nothing to do with it. Satisfaction for both parties.

If I murder an enemy from a warring country, I wouldn't expect my own faction to arrest me for that.

We cannot attack players stealing, yet. Hope at some stage this is implemented into the justice system.

Sadly, no. From time to time, you'll see criminal scum cut down by the city guard, but it would be cool to be able to go after bounties. Choices should have consequences in this game.
Unfortunately, many folks want only PvE, including the ability to release their inner-psychopath, without consequence.
