Yes they did. I expect the info Monday and possibly even the update going onto PTS by the end of next week.
As far as Darkness Falls, some of the most fun I have ever had in any game PvPing was clearing out Darkness Falls when my alliance gained control.

it honestly pains me to read the negative comments about the idea of Imperial City. Like others have mentioned before, a similar idea was probably one of the most memorable aspects of a game that has somewhat developed a cult following. My first ever pvp experience was in Darkness Falls. I was a little level 20something Saracen Scout who had heard that leveling in DF would be most efficient. After grinding fiends for a few hours the atmosphere changed. People were panicing, a steady flow of higher levels (not yet 50) were streaming to the entrance from deep within DF. Minutes later I saw a mass of level 50s all in magnificent armor and wielding weapons I'd never seen before. They were like Firefighters heading toward the danger and I honestly looked at them with awe. Panic set in deeper and all the low levels like myself huddled in a room near the exit portal. Then someone yelled out "HERE THEY COME!" It all went so fast...the only thing that processed was watching this short Lurikeen zoom into the room and it seemed he went straight for me. He one shot me but from that moment forward...i was hooked on pvp.
For all your worries of what effect something pve'ish like Imperial City may have on Cyrodiil pvp...rest assured. There may be another Moe out there grinding away in a PvE zone just needing a taste of PvP to get hooked.
