the snow elves arnt gone in this time period, in eastmarch their is a book/journal of a hunter, he speaks of he and his hunting, when one night when they made campfire, an arrow was shot under them, hitting his friend, the man ran back to town, and you can talk to him , he described the figure as shrouded in light, but speculated that it was a snow elve in the journey, he wanted to go back up, but he had broken his leg on the way down

Maybe they will start returning in the elder scrolls 6, even though we boarderline lore breaking stuff in some people's eyes in game already, doubt we will see more then ghosts of that race, there is only one living one in the second era and he is confined in a place you don't want to end up

I think Zen should make up some new race, if the long rumoured race is gonna be Dwarf, thats gonna be joke. Or was it confirmed its Dwarf already.

But there is a cash shop now. They have to make money since the game is "free". I'm sure ppl want dragons..so there can be purchasable dragon mounts in the cash shop. For that matter maybe they could also add dwarf mounts in the cash shop. Think of how much money they could make with rideable dwarves!!11

The Dwemer have vanished and are still gone in other Elder Scrolls games which take place in the future, it makes little sense from a lore perspective to make them appear simply to vanish again. The only thing i see working is them saying the Dwemer who was in Oblivion somehow procreated and that his line died off before the events of oblivion or skyrim. But i think he was part mechanical so I'm not sure that would even work. I mean the did almost the same with Snow elves and Knight-Paladin Gelebor in Skyrim.

Since ESO is way before even Arena I think it's possible to find pockets of Snow elves compared to Dwemer who by the time ESO happens were long gone.
It isn't very lore friendly, but if they had to add an additional race I could see Snow Elves being an acceptable race. They would have to at least try to explain why Snow Elves have appeared, instead of just adding the race. Dwemer are impossible to explain why or how. Because is not an acceptable answer.

Maybe that can be implemented into ESO in some way.
There might be some kind of "archeological" quest line in which you find out about the dwarves etc. etc.
Although, as has been mentioned, the dwarves are gone and I'm pretty sure that what I just suggested wouldn't be popular at all.
People like the "mystery" of the whole situation.
Kind of like Atlantis I guess. Was it there? What happened to it? Where did it go? Bla bla bla.
Beside the dwemer ruins and machines (spheres and spiders) all the same can be said for dwarfs.

Make a short Nord and role play as a Dwarf.

In ES universe dwarves= dwemer. There are no little bearded man on Tamriel there were only bearded elves, who were called dwarves by Skyrim giants and later man started to call them in the same name.
Maybe in some other continent there are little bearded man but there are no records saying that they have ever visited Tamriel!
