Don't mistake that for me saying new ranks is a good thing. But op stated no new content for them and new content is coming with them.
The thing is though people will not be happy with it as it is grouping content like Craglorn, and that did not go down well.
New content hinging entirely on PvP and often locked out when your alliance doesn't control the keeps. Good plan.The ranks are coming with the next large update.
The next large update has Imperial City. New content.

I was under the impression no new content was coming with the increase from a few forum-goers. Doesn't matter tho, people have voiced their disgust with VR ranks since it got upped from 10 to 12 and onwards. There is absolutely no need to add new ranks for the new content. Just admit it ZOS, you just want to cash out on the EXP potions.

So, basically, you are arguing that they have no plan to remove the veteran rank system, then link to and quote their plan to remove the veteran system, including Phases One and Two which have already been completed. The Championship System seems to be a part of Phase Three. You won't see me sticking up for many current or former representatives of ZOS but Nick K had a great philosophy regarding game development and he explained it in one of his interviews with The Quest Gaming Network. I'll let you explore that episode but in short your assumption of Nick and his contributions to the game are wrong. You'd probably feel pretty bad too.
Chances are the nickle and dimers are still around because why would they leave?
