did they remove the respawn camps?

    Yes. They removed the NPC mecenary guards you could buy in summer 2014, and the camps in the fall. You can still get a limited forward camp by doing the introductory quest for Cyrodiil, and if you had regular camps saved up from before you can still use them (but people use them very sparingly).
