If you want a lore explanation, here's one off the top of my head:
The Frostmare is a special breed of horse, bread around Winterhold, specifically the college of Winterhold.
The Mages of Winterhold wanted their own special breed of horse, so they could be distinct when they were travelling out on expeditions. They are fed on a special diet of grains mixed with frost salts, which give them their unique look. Many people outside of the college think this a slightly cruel practice, however you can never mistake a Mage of Winterhold for anything else when you see one riding over the landscape.

A mount shouldn't require jumping through lore hoops to make it acceptable. I won't speak for the others, but I'm looking for lore consistency as opposed for simply explainations. As for consistency (multiple games worth), non-generic horse mounts (and non-horse mounts in general) were incredibly rare, unique, and denoted accomplishment within the world. The precedent is set, and the divergence of this so people can feel like a snowflake on a cheesy mount is disappointing.

Oh no, I get that. I really do.
But as I stated before the lore is theirs to do with whatever they want.
Name me one single MMO from a single player series that hasn't done strange and questionable things to lore though. The way I see it, ESO is taking place during a dragon break. That way, they can add in as many silly mounts etc as they like.
How about instead of an ice mount they make a class or skill line that uses frost-based damage.

There is a difference between creating lore with substance that doesn't contradict the decade+ legacy of the series, and creating lore to facilitate a cash grab that contradicts the precedent set by said legacy.

And all that is currently known about this item at this time is the 1 line of text and the accompanying image that was "uncovered" via data mining. How about waiting until something official comes about before claiming gloom and doom?
EDIT: After 1.5 years in this game I should know that isn't possible for this community.
