They can't because then everyone that ignored the emails becomes "less fortunate", everyone comes up with a sob story and expects to get the same treatment as whomevers story ZOS picked first. In *this* ZOS is being completely fair across the board.
Why was there a deadline for transferring anyway? THis should be a thing all the time. Other games allow you to transfer between servers at the drop of a hat.
It is a copy. If you allow people to copy characters all the time, they will duplicate valuable items.
If you move characters, deleting the character from one server (and all their gear), it makes sense to allow that on demand.
Allowing you to copy once and once only would have solved that issue.

I doubt they will be truly transparent on that, they could surprise us though.
I do feel bad for any/all that have a genuine reason for missing it, I just understand why the aren't taking it into consideration.

It honestly sounds like the pitch was made and Sony and Microsoft agreed but then looking at the actual sales vs sales potential it's possible that the window of opportunity was left up to Sony and Microsoft along with Zenimax so thinking about three different companies coming to an agreement on a promotional offer tends to drive limiting factors
Don't think of it as "just" Zenimax even though they may be paying the difference or being charged in some ways by Sony and Mircosoft

It is possible the initial character copy is part of the initial build. It is possible that any future transfer is problematic as you have separate platforms, all with their own contracts for what their cut is on each in-game purchase sale. This is more obvious with a purchase to transfer from xbox to ps.
It is also likely that the cutoff date was early because they need time to validate the transfer before launch.

We know that the news of an ESO console delay is as disappointing to many of you as it is to us. We want to do what we can to make it up to our fans who want to start playing now, so we have worked out the following arrangement with Sony and Microsoft:
Via a special offer, anyone who purchases and activates the PC/Mac version of The Elder Scrolls Online by 6/30/14 (11:59pm UTC) will have the opportunity to transfer their character(s) to either console version when they are released. The offer will allow you to begin playing immediately on the PC/Mac, and then add the PS4 or Xbox One version and transfer the character(s) you have created and developed. Like I told you, I had my reasons like others did to not see the promotion. All together whether you want to classify it as a promise or not, This is massive slap to the face to their veteran customers. They weaseled out of it to their veteran members and now gave me no reason to come back to their game. Yes, they didn't guarantee anything and they don't have to do anything about this. But I like many others obviously feel betrayed by this company. I am the voice of many that are upset.

Because, this also included a digital copy of the console version of the game for $20. If this was just about the transfer, things might have been different.
It feels like a money grab when it's limited because some people may have said, "oh, well I can copy at any time moving forward I won't do it now."

It is not us doing this just to complain, It is the direction customer support says to go to best get a response from the developers. All in all I hope something happens, whether another limited time offer for more $$ or even announcement on their part.

This is the first I have heard of the deadline. I made sure to buy the game for PC last year to make sure I made that deadline, despite playing on a toaster at the time. This is very upsetting to hear, like I said, I had not heard of this deadline until now. I was looking forward to the console release because I had friends who were planning on playing it there, but wanted to test it out on my console before hand. Now that I wont be getting my transfer, and I wont be paying for the same game in full price twice, I wont be playing the game on the console, so those guys wont be picking up the game either.
This was handled very poorly. I am very upset with ZoS now.
