What you mean, I suppose, is that this represents "pay for a tiny advantage, in that you get to max a moderately useful support ability sooner." You don't have to be a vatican warlock assassin like Charlie Sheen to know that's not really "winning."
ESO+ is p2w too? It affects CP gain.XP potions - if they effect CP gains, yes, they are 100% P2W and only an idiot would argue that.
Scrolls and possibly this - inbetween, they are the start of crossing the line between P2W and convenience.

Scrolls, motifs and riding books is a f2p feature. You can get it "just playing the game" or you can buy it.

I'm sorry, but trait research is now and has always been broken. I could not care less if that system went P2W. 10% bonus to experience point gainESO+ only adds about 10%, the potions were going to add 50%, which is INSANE.

And it's ALL the time you have ESO+. It's more "P2W" than XP potions and CHEAPER!

P2W conspiracy theorists aside, the more interesting thing to note is that here are plans to make yet another gold sink in the game obsolete by making it more conveniently available in the cash shop (like soul gems and respecs and repair kits). The implications of that are far more troubling than someone's reaching definition of how this can be construed as P2W.

Totally paranoid, because ZOS has a track record of sticking to their word. Just like how they were never going to stray form the subscription model, because that would be the best way for them to deliver the kind of quality content they were expecting to release.
