Agreed. Whoever came up with the design should be shot in the foot and only admitted to hospital when he manages to find 3 other people willing to maim themselves the same way in order to accompany him.

As a non-PvPer, I am far more interested in new content than in fixing PvP lag, but if some of that new content was aimed at PvP with the result that the lag was fixed then we'd all be happy bunnies!
No PVP lag. By god, that alone would be worth a subscription. It's the only thing I really do in ESO, and half the time I can't enjoy it because I'm lagging out so badly. FIX THE LAG AND TAKE MY MONEY
While I believe [hope] everyone wants the lag fixed, I have learned to deal with it and compensate for the latency (to the degree humans are capable of) in my playstyle.
I desire new content because exploration and discovery is what keeps me playing, and those resources are dangerously low at the present time for me. I completed Cadwell's Gold in Fall 2014, discovered all marked locations in Cyrodiil not shortly after, and venturing into Craglorn is always a difficult expedition to gather a group for. There are people to group with for Craglorn, but play times are often inconsistent, and I require a certain patience from group members while I listen to the NPCs. Which my dungeon runs have told me is a rarity among the playerbase.
New solo or semi-solo content is more welcome than a fix to the lag.

Different problems, different teams to solve them. Lag is a networking and server issue that requires the game engine programmers to rewrite code. New content is an art and scripting task done by a different bunch of people.
We should not have to pick one, we should have both. Sadly, I think we will have neither for several months.
I don't play PvP but I believe that having the base game functioning properly is more important than adding new content. However, I feel really bad for anybody who has a running subscription. They are paying for absolutely nothing right now.
