I think this is admirable really and rare. I'm curious how extensive their responses are, if they're allowed to openly discuss their thoughts on possible changes to systems and so forth. It would really be optimal if there was more transparency, but I also don't blame most companies for not wanting to say things they aren't sure they can absolutely deliver.

This is an excuse, and its not valid. I work at a game studio too, working on an MMO, but we have devs that are very responsive to forum posters. Looking at our forums vs these forums is night and day. There is very little negativity on our forums. Here, it's all over the place. The devs here clearly do not listen or care to listen right now, and its unfortunate for everyone involved.
It doesn't take many posts a day for the community to feel involved and for the devs to get a sense of how the players feel. Its extremely valuable feedback and I doubt very highly its going to blow up production budgets.
Also, its not like the whole dev team needs to comment every day. Get 5 to 10 semi vocal devs commenting every so often when they're not slammed with deadlines (which, unless production is very badly managed, they shouldn't be; working on a released MMO) and that would do the trick.

You are missing the point of the post, but it's a good point to bring up. Namely because I feel that a lot of dev's think the same way. Which is part of the problem really. The thing is, it should be seen as part of their job. Any company that wants to succeed in this market needs to foster that idea in their employees.
I also suggested a weekly twitch stream that lasted 30-45mins, that could have guest stars from the dev team come and answer questions that were taken on the forums during the week. So one week it's mechanics, the next week it's loot, then art, lore, etc. It's an excellent proving ground for hyping new & upcoming content. If you don't want to go the totally live route, youtube videos work just as well...provided it's in the same format as described above.
Lastly, just to clear something up. No one is asking the dev team to spend all of their time on the forums. No one is asking them to neglect their "real work", or anything else of that nature.
What we are asking for, is to keep their finger on the pulse of the game. To be excited, to be inspired, to be imaginative and creative, but mostly, to keep an open mind.
I think one of the worst things that anyone that creates anything can do to hurt their efforts, is to create more distance between themselves & what they create and those who consume what they create. This is a symbiotic relationship we are in. The company wants to make money, no one has illusions about that, however, showing some genuine interest goes a long way to increasing your bottom line.

Can dig into this a little more when it's not super late, but we did briefly mention this topic on the last ESO Live. We do still intend to remove Veteran Ranks at some point in the future, though we don't have an ETA. There's a lot of design work that still needs to happen with the removal (it's a lot more than just simply removing them, as they impact a lot of systems!).

There were no ZOS comments on that thread. Heck, there were barely any comments on that thread! But 12 days later, Spawn of Mephala was fixed. And the patch notes are an almost 1-to-1 mapping of the issues mentioned in his post.
It could just be coincidence. Devs could have independently realized that boss encounter was buggy and decided they were going to work on it. But it sure seems like that post made its way directly to the devs. Either because one read it directly, or because a forum manager forwarded it to them.

No one, at least not me, is saying that the devs don't do anything, or even that they never visit / read anything on the forums. I'm sure they do, and all I'm saying is that while they are here anyways ... it wouldn't hurt to say a little something something
Also as Gina mentioned earlier, there are people that forward things to their appropriate dept heads, and that is terrific, but its a whole different experience that you are having vs someone actually carrying on a conversation with you about an idea or concern you have.
Think of it like listening to a show via mp3 vs actually being backstage at the live show. No one is saying the jammin out to the album in your comfy chair at home isn't great, but being backstage at a live show? come on

Spending a lot of time and effort to change the vet levels into something else (which may not fix the problems, merely change them) seems a waste to me. Use the dev time to create some of the things people are screaming for and more importantly will pay for in crowns! Player and Guild Housing and new area`s to help get to VR14 without the grind are key examples for me.
