Of course not. It's a skill point. However, it appears obvious you would consider end-game gear in the store as P2W (and I would agree). So by your above logic that skill points wouldn't give an advantage because players can earn them in game, end-game gear would not be P2W either. All drop rates should be public and patchnotes should show changes. Sunlight is the best of disinfectants.
