No. I do not think they should be shared across characters.

Skyshards, Alliance Rank, and Achievements are all measures of progression for an individual character and I personally prefer to recognize other characters (and be recognized) by individual character achievements. Every reward should not be for playing the game in general and I feel some rewards should be character specific.
The champion point system is completely different from the skyshard system.
One earns points by doing just about anything that earns XP after level 50. The skyshards are tokens you actually have to go out and collect.
I say no to making skyshards shared across all characters, as the skyshards are also integrated into the main storyline. The starter quest introduces them as a byproduct of the planemeld. Unless you're really asking if you can just skip having to play to level 50 again?

If you want two characters with every skyshard, achievement, whatever then do it. Stop asking for everything handed to you. It cheapens it for everyone else.

1-50 is essentially a single player game with co-op kinda like farcry 4

Looking at my save game history I played at least 8 150+ hours characters through Skyrim plus half a dozen through the DA & ME games - one of the great values of a game with so much content is that you can play it through m,multiple times in various ways.
