I disagree with the notion that the gold and PS+ requirements will affect subscribers. I don't think it will deter too many dedicated console gamers as they likely already have memberships to these services.
I would buy PS4 just for this game, but I will not pay monthly sub for Sony Plus... This is the main deterrent now for me...

I just cant without testing it first on console. Ive my doubts about Cyrodil. Hopefully later we get transfer to console and transfer to pc back if customers wants so.

Exceptions

One thing I noticed that I think changed is that it is a COPY not a TRANSFER. I remember way back when, I thought it was a transfer. I read this correct...right? Your characters will exist on both worlds but not share progress?
Maybe, it would be interesting to see if you could play both versions after you get the console. I don't see any reason why not. But, the character save files are forked at that point, so what you do on one will not be available on the other. Kind of like how what you on the PTS copy of your character has no effect on the Live server copy.
However from a back office standpoint, a copy is much safer than a transfer. If the transfer gets screwed up, then the source file may not be there anymore. A copy can be be re-done if needed.
You can play both versions after the copy happens, but from that point forward your characters will progress separatelyI've asked.. I'm snatching up PS4 copy just in case, but sticking on PC.

I pay 20 dollars and now have an account for console with my current Characters
I need to then acquire the console game to play and a separate membership if i choose

The $20 I think is for the game so technically the transfers are free. You keep your characters on both PC and whatever console. The only thing is once the transfer happens to console the two accounts then gain everything seperately. So if you move a v10 guy to console and then level him to v14 your pc guy will still be v10 until you level him as well. You dont NEED a membership subscription on either one to play. Plus members do get perks tho.

Why would they drop the ps plus/xbl gold requirements?
There are about 200+ games that use this logic. TESO is far from pushing any sway look at COD, BF, GTA online, Neverwinter, Destiny
They all require it and are all have substantial success. This will be no different as there will be more on ps4/xb combined than on PC considering many are transfering over to test the waters. Long term we will prob see a balance but initially console will have a lot more ppl just cause it's new and been a year

Agree. They probably want to milk all this hardcore console gamers. This is pretty large group with money control issues, so this is Ok as a business modelI hope they will milk enough money to stay afloat for some time..

I got my email saying I can (and as soon as it is confirmed I can pay the $20 to copy and continue playing on PC along with playing on X1 I will) link my account, however the section to do so isn't working.
I always have an Xbox Live account. Not sure why so many are upset over needing it to play multiplayer, it's been like that for as long as I can remember (7 years easy).

To further clarify, if you qualify for the console transfer offer, you do not have to purchase the console version of the game separately. The $20.00 transfer includes a digital copy of ESO for the console of your choice and the character transfer. Hope that helps!
