@ZOS_GaryA Well I'm sorry to say that having now TWICE tried all the listed methods, except a total reinstall, and STILL getting the 209 error, I no longer see any reason to keep my sub unless this can be fixed. The advice from support (create an exception i McAfee firewall) was useless, as one alread exists...

    Hey there!

If this didn't help, please give the following steps a shot. As this edits an important networking file on the computer, please ensure that you follow the steps precisely to avoid any issues.
    1. Open the Run menu by pressing the Windows key and R
    2. Type in the following command to the runbox: notepad c:\windows\system32\drivers\etc\hosts
    3. Once Notepad has opened the file, search for the line that contains the following information:
    4. ##.##.##.## launcher.bethesda.net

Please note that the # represents the numbers of the direct IP Address
    5. Delete that entire line from the Hosts file
    6. Save the changes but do NOT use "Save As" because this will change the Hosts file's extension

Important: If the launcher.bethesda.net line is not there, do not edit anything else in this file.

If this doesn't help, please let us know!

I have tried this and the file is not their, what do I do now?

Never had any of this sort of issue, from Beta, til now. i always use the game .EXE, not the launcher.

I wish ZOS would just accept that this ISN'T OUR SYSTEMS and stop peddling the boilerplate arcane incantations about deleting version DLLs, 'hosts' files, firewalls, etc.

None of that has any remote relevance to system which were working before the patch and are now broken after it.

We have an article to address this issue right here. If continue to experience the same issue after following the steps in this article, please let us know!

The link in the article returns error 404: page not found.

http://www.downforeveryoneorjustme.com/ says that launcher.bethesda.net is down for everyone.

Can Bethesda get through their heads to check their own server?

The link Gary posted doesn't lead me to the URL your screenshot shows. I get a page that's clearly the one Gary is linking to, which is this (which is what his link is directly):

    https://help.elderscrollsonline.com/app/answers/detail/a_id/22414/

    and starts:
    What should I do if I receive a "PatchManifestError_DownloadFail" error message: “PatchManifestError_DownloadFail”?
    Updated 03/16/2015 05:09 PM Published 07/19/2014 09:17 AM

This error occurs when the launcher cannot download a patch manifest file from our servers.

Players can try downloading the file at this link using their web browser: http://launcher.bethesda.net/Bethesda.net_Launcher/Bethesda.net_Launcher.patchmanifest

Once downloaded the file should be placed in the ProgramData folder of the launcher directory (by default, C:\Program Files (x86)\Zenimax Online\Launcher\ProgramData).

If they are able to download from the link above and still receive this error, or if they are not able to resolve the links above, but can access other internet sites, impacted players should contact customer support.

If the problem persists, players should attempt the following manipulations in this order:

No idea how you end up at a launcher.bethesda.net TLD.

I was not complaining about the link Gary posted, I was referring to the link IN THAT PAGE where you are supposed to manually download the patch manifest. Read more carefully.

    This:
Players can try downloading the file at this link using their web browser: http://launcher.bethesda.net/Bethesda.net_Launcher/Bethesda.net_Launcher.patchmanifest

edit: Oh look, it works now...

Placed the manifest in the programdata folder, and now launcher seems stuck on "loading".

editx2: Issue resolved...for the time being. This has happened before, and launcher has returned to the same error state after first appearing to function. I have a feeling that bethesda's server is simply functioning unreliably for some reason.

Okay, I myself have the exact same problem everyone else here plus I tried every solution.

I came to realise if this many people have the exact same problem with error 210 and have tried every solution and hasn't work it is not you but it is all Zenimax Online problem.

This is an absolute joke, if this many people have this problem and Zenimax have shoved every single solution into our face and it hasn't worked. Therefore it has to be Zenimax.

I am not annoyed or angry at Zenimax I am just rather surprised that everyone has this problem, yet no solution works.

Having the exact same issues, tried EVERYTHING and then some to repair it. nothing works. It says a lot when the F2P MMOs that i have have a MUCH, MUCH better launcher and updating code.

I've got the same problem since patch 2.0.3, Error 210 - PatchManifestError_Download Fail

If I keep restarting the launcher it sometimes works without the error and I can log in. Somtimes it errors straight away, other times the launcher errors after a delay.

I've checked my Hosts file as suggested, there's no entry there.

I've tried manually downloading and installing the Bethesda.net_Launcher.patchmanifest file as suggested, but this doesn't help.

I've tried running the launcher as administrator, but this doesn't seem to change anything.

I'm not going down the Repair route, as I don't want to incur a huge download and from the posts above it doesn't seem to solve the problem anyway.

I've never had this problem before patch 2.0.3.

It's like I told ZOS CS through email:
When you have a rock-steady running Windows prior to Patch Tuesday and the computer is BSODing like hell afterwards, isn't the first thing you do remove the patches installed on Patch Tuesday? Or do you repair install Windows, delete files left and right, reformat/reinstall and redownload everything you had installed? If the answer is no, then why should it be done this way on ESOTU? Just saying.

    They acknowledged that.
Based on what you're describing, it does sound as though you're running into issues because of the launcher more than the game updates themselves, so what we might want to try is removing the launcher and then reinstalling that, instead of the whole game itself. It's not ideal, I know, but it could help us narrow down what might be going on to force you to keep reinstalling and completing these workarounds to get the game up and running after a patch.

Of course it's impossible to uninstall the launcher without uninstalling the whole of ESOTU, so that's a no go.
As I am not going to download all 40GB again, I just did that trying to fix these problems with patch 2.0.1

The problem is in the launcher though, as the game starts without problems when run directly with eso.exe

I found that opening the launcher and closing it prematurely (before the manifest check/application data check) and then re-opening solves this issue for me :)

    Hope this helps.

Yeah I noticed that myself and it only sometimes works. Sometimes it will say play, and sometimes it say's repair, and sometimes nothing comes up at all.
