@Gidorick , it was absolutely something Bethesda did very well...But it's a pretty big part of Elder Scrolls games.... I suggested that it be added here:

Work. Developers tend to be lazy. SW:TOR devs and ESO devs as well.
Just look at Guild Wars 2 and their BEAUTIFUL underwater content. That's just breathtaking. In ESO you can't even dive.

The other problem with this with ESO is the server lag we are experiencing now. People would dive down and swim a little bit and then we'd all be dead for the lag wouldn't show us that we were out of breath until it was too late. They really need to fix the core issues/bugs of the game before adding in this kind of content IMO.
