I'm not trying to force PvP on anyone. If you boil it down I essentially want a flagging system so those of use who like PvP can do it in the rest of tamriel without disturbing those who don't.
This post is really funny. Why is it that guys like this don't go play games with open world in them. I think these open world pvp guy's know their threads are going to be laughed at. So is he just trolling here.To the op go play Eve online. It seems to have what you want so why aren't you playing it?

But it DOES impact on those who aren't flagged for PvP. There's always some set of inconsiderate expletive deleteds who insist on fighting in crafting areas, banks and so on. It's a major PITA and I don't want to see it.

You are describing a sandbox. ESO is a themepark and it would take a complete overhaul to do what you are asking. I don't disagree with you, I just don't see it happening.*Please read entire post before calling me a "crackpot"
Now that the Justice system is here and there are "invincible" faction guards in each zone it makes sense that ESO should become open world. Cadwell's silver and gold should be taken away and VR ranks disappear. There would be some open world PvP, which would be awesome. the exp would have to be adjusted for each area. When VR ranks disappear every character should get 10 CPs for each VR rank that they have. Get rid of the VR ranks and expand the CP system add some more constellations and abilities and make the end game focus more around new content being added. Add more skill lines, make the amount of skill lines and CP combos staggering so that people feel that grinding is not an option. It may turn into something like EVE online and their skill systems, but that's okay.
Make more achievements and more experience for completing quests in other factions zones. Add and change quests in faction zones to make the content more neutral so it is not as lore breaking. I.E. I am DC adventuring in the Ebon Heart pact, there will be some quests that I simply cannot do because I am DC, but there should be more quests added and wilderness areas and delves should be expanded to allow other faction players the ability to quest. Use the flagging system where you can be flagged or not flagged for PvP so those who want to attack and be attacked can do that and those who don't want to participate don;t have to.
An open world has so much to offer to the ESO experience and make the ESO Tamriel feel like the Tamriel of other Elder Scrolls games. Smart open world design will make PvE more compelling, will introduce more people to PvP, and will increase the possibilities that the game has to offer.
I believe that ZOS has handcuffed themselves for further development in ESO because of the some of the faction restrictions and the fact that I cannot walk from one end of Tamriel to the other. It is incredibly immersion breaking and frankly limiting for a game.

Again, what you want would require a rework of the entire game. There is no ifs here, it Is , N NOT going to happen and anyone who thinks there is even a small chance is crazy

@Messy1 - I think some of us may be interpreting the post from Firor slightly differently than you are.
You are asking for a SANDBOX (which would actually require an overhaul of the game itself on the same level that Cataclysm overhauled WoW in order to allow mechanics into zones that were programmed in fundamental ways to not allow those mechanics (ie. no y-plane)).
Firor is looking to develop "sandbox-elements" - small components that fit into the already existing restrictions on a "zone"/"game-wide" or only require overhauls of subsections to allow for (such as the justice system requiring some changes to the npc associations to allow them loot tables) - but don't require changing everything about the underlying structure of the game (on a database and/or architecture level).
