ESO should be open world NOW especially because of the Justice System

    I'm not complaining. You probably did not read the last part of my post. I'm trying to think of ways to make the game more interesting and increase the appeal it has to new players or potential new players or even to the players who have run out of content (which is not me, but there are a few)

    Obviously there would be some restrictions. I agree that there should be areas where PvP is not an option so that folks would not feel bothered.

    An open world has so much to offer to the ESO experience and make the ESO Tamriel feel like the Tamriel of other Elder Scrolls games. Smart open world design will make PvE more compelling, will introduce more people to PvP, and will increase the possibilities that the game has to offer.

    I believe that ZOS has handcuffed themselves for further development in ESO because of the some of the faction restrictions and the fact that I cannot walk from one end of Tamriel to the other. It is incredibly immersion breaking and frankly limiting for a game.
    You are describing a sandbox. ESO is a themepark and it would take a complete overhaul to do what you are asking. I don't disagree with you, I just don't see it happening.

    According to this line of development ESO will be developing into a Themepark-Sandbox hybrid, which I support.

    "To put this into perspective, the Justice System will include huge updates to the very fundamentals of the game. Townspeople will be considered neutral and be attackable, and many items that you could take freely before will be considered owned and must be stolen. There are fences who’ll buy stolen goods—if you can get past the guards while you have a bounty on your head. These are large changes to the game, and go hand-in-hand with our vision to add more freedom and sandbox-style elements to the world. It’s going to be a lot of fun, and we just need to make sure that we phase it in carefully to ensure the best experience for everyone.

    Update 6 is so large that we’ll be holding the Imperial City PvP area for a future update. With all of our QA and testing resources focused on the far-reaching Justice and Champion Systems (along with other systems impacted by the update), we want to be sure that the Imperial City is fully ready when it hits PTS and moves on to launch."

    Also remember that they are essentially reworking this game all the time . . . the ESO game we have today is very different from the ESO game we had at launch. I like it, it is a lot better.

    If options weren't necessary, and everyone played the same way, no one would use addons. Fix the UI!

    Well, I still think it is useful to remind Devs about things that they did say and that are on their website prominently and talk about possibilities for the continuing development of the game.

    Open world can mean many different things. The OP is too limiting when only thinking about PvP.

    I don't like PvP so I'm opposed to open world PvP. I do agree that PvP players need more options than they have.

    I don't like having the only option for exploring the other factions being blocked for those who can't or choose not to complete the world quest.

    Coldharbour should remain PvE but allow all factions in it. It doesn't make sense to me that it is alliance only.
    Craiglorn should be cross faction as well. I'd be willing to bet that grouping would be much easier if this were done.
    I have no idea how easy either option would be to code.

    @Messy1 - I think some of us may be interpreting the post from Firor slightly differently than you are.

    You are asking for a SANDBOX (which would actually require an overhaul of the game itself on the same level that Cataclysm overhauled WoW in order to allow mechanics into zones that were programmed in fundamental ways to not allow those mechanics (ie. no y-plane)).

    Firor is looking to develop "sandbox-elements" - small components that fit into the already existing restrictions on a "zone"/"game-wide" or only require overhauls of subsections to allow for (such as the justice system requiring some changes to the npc associations to allow them loot tables) - but don't require changing everything about the underlying structure of the game (on a database and/or architecture level).

    Haha, I suppose I am asking for something akin to Cataclysm so that's probably too much to ask for at this particular junction in the game. I just hope that the sandbox style elements that they add to the game will be creative and make the game more engaging.

    Also I think some people assume I am only approaching changes to the game from a PvP perspective because I have been posting and commenting heavily on PvP topics, but I would say that I spend 75% of my time in ESO in the PvE world and 25% in the PvP world. I enjoy Cyrodil for the PvE and the PvP aspects. I love the idea that I can be adventuring in a dungeon and then have to confront other players who want to kill me. Some people want to keep these aspects separate, but I think it is fun to incorporate them together and obviously they still have to be adapted into Cyrodil a little better than they have been.
    I am by no means a typical gamer.

    WoW has separate PvP servers which are at most low population anyway.
    There is less than 1% of their playerbase playing on the PvP servers.

    And it's not just that, majority of MMO players hate open-world PvP.
    Which is why I don't believe ESO will ever include the PvP phase of Justice System.
    Well if they ever do, they'll probably boost the Played Guards to be much stronger than the Criminals.

    I guess I will just bow out if and when that happens. I wonder if ESO can stay alive without all the people like me. Im sure ZOS has some data.
