It might have also been to get around a messaging limit. Definitely it was being used to run an endless train through an easy quest to farm the gold reward, (which got a few rewards removed from the game). Basically they could script character creation/deletion to get another fresh quest reward.
It used to be that they would recycle characters on an account to avoid being banned. They'd spam in chat, then rinse/repeat - anyone trying to report the name would get 'character does not exist' or something similar.
Even if i'm incorrect in my assertion, and the true reason was something else, the 3 delete limit completed silenced the bot spam and bot farming.
The solution is to allow you to adjust the way your character looks after you've had a chance to see your character in-game. I think there should be a small cooling-down period, during which you can (for free) adjust anything about your character, from looks to name to class to race. Make it after a certain period of time, or after you hit level 5 (whichever comes first) you're locked in. And then put a barber shop in the crown store that lets you pay to make cosmetic adjustments later if you still want to.

I've got 16 characters on 2 accounts. Lowest level is 16, and I've got 4 in VR levels. When you have 10-15 bots waiting for delve end bosses to re spawn and you cannot get a hit in because they instant kill it, hence no completion for the delve; will you complain then?

Nope, what you're doing is not cheating in the slightest. The problem arises when you can create and delete many characters over a short period of time, because there are multiple one-time-only quests in the game that will net you decent gold without any combat. That would worrying for me as I currently have 7 active characters of different races with different skill sets, all of whom are used. I get gold, materials etc the normal way, through questing and normal looking around, but pool it in the bank so all of the characters have access to it. Is that considered cheating?
