I think you missed the point, which you probably wouldn't have had you clicked the link in the post you quoted. : )
We asked specifically if it was going to the Crown store. ZOS said NO, IT WILL NOT GO TO THE CROWN STORE. Then they renamed it and put it on the Crown store NOT EVEN 2 MONTHS LATER.
That's just underhanded and rude. Not illegal, obviously. Not even uncommon. But still pretty morally bankrupt.

Considering they had been lieing about stuff before even the beta ended (the whole imperial and Explorers edition stuff being a paywall they said they would never have.) does this REALLY surprise anyone, seriously. the fact that anyone trusts a word they say anymore baffles my mind.

Well..that's fine. But that really isn't the issue that many of us have. It's that they said there wouldn't be an explorer pack on the store. There is one - they just call it something else and swapped the pet. Additionally, there are people that preordered because of the explorer's pack - I'm one of them. The ability play any race in any alliance was a major factor in my decision to preorder.
...you got what you were promised and you got it for free.
Now the rest of us get a chance to PURCHASE it.
Why does that bother you so much?
Once again - it is the lying that bothers me. If they had originally said they would offer the explorer's pack in the crown store, then I'd be mildly annoyed, but that's about it. Instead, they specifically said it would not be offered in the crown store and then put it up there anyway.
How did they specifically say that it would not be offered in the crown store, when there was no talk or mention of a crown store yet?
Is it possible that some people read a bit too far between the lines and made assumptions based on what they wanted to believe?
I just don't see the big deal. Everyone has a rite to be upset over whatever they want and that's fine with me. I just like to understand why.
Not like it'd matter one way or the other. My local Wal-Mart still carries the crumpled, dusty preorder overstock from release day last year, each with the Explorer's Pack; I'm sure this isn't an isolated phenomenon. There's a symbol there that looks *very* much like the "any race, any alliance" feature of the Explorers Pack. So yeah. It's not on the PTS, but I'm just raising a stink in advance, in case ZOS is thinking about doing anything stupid here...
Except it's much more than that. Every TES game has also had numerous NPC examples of all races in all provinces. Are there more Nord NPCs in Skyrim than there are Dunmer or Bosmer or Redguards? Absolutely, but members of all races live in all provinces. That's true of ESO as well. When you're going through the AD zones you run across a lot of Altmer, Bosmer, and Khajiit NPCs living in those zones, but you also run across Argonians, Dunmer, Bretons, Nords, Orcs, Imperials, and Redguards living there. For the most part, these NPCs are treated as normal civilian citizens of the nation they live in. When talking to these NPCs in quests and the like, it's apparent that some of them have lived in these nations their whole lives, while others have immigrated.I concede, you are right on that point. There haven't ever been restrictions, (partially) because in most ES games before, you started out being suspected a criminal before you could proof to be the saviour of the world.
