It's common for pre-order incentives to be sold at some point, ZOS never said they would NEVER offer it through some other means in the future. They said at the time that it was the only way to play any race in any alliance and when that statement was made, it was the truth.
How is that hard to understand?

Well, so much for this. I don't appreciate blatant lies, ZOS.
Explorer's pack can be bought in all e-key sites, everyone got it, so i can't understand why complaining about it.
What? Zos said what? about Eso or about Tamriel Unlimited? because it's passed 1 year since you can buy e-pack everywhere, and there are also many videos or screenshots about pts crownstore with explorer pack in it.so i remake the question, why complaining right now???

The way I see it, if it doesn't affect me negatively, I don't care--I'll keep playing. Even if it means someone else can now be a Breton in AD when they couldn't before. WHO CARES! At least that person is happier to play the game. I'd rather have thousands of happier players than try to please a handful of upset people who feel entitled. I'm a pre-orderer and feel good that if I got a friend to join for the first time, they don't have to have the race restrictions and play the race they love in the alliance I am in!
Too many people feel they are more deserving of things because they were here first, pre-ordered, etc etc etc. I'm happy I pre-ordand am happy I got to create all my characters (back at release) in one alliance of all different races and don't have to worry about restarting any characters. People who get this option from the crown store have to start from scratch which may be what ZOS is aiming for... get people to start new characters and play through the content again or simply make new players happier to be able to gain these options at an extra expense.
Stop being dramatic people and play the game and let others play to enjoy it as well. It's everyone's game, not just yours.

It's not hard to understand. In fact, I can point to you an entire thread of people arguing against me when I said that it would be on the Crown Store. It was an inevitability from the moment they announced B2P. Of course I recognized that, even if others apparently didn't.
ZOS did actually say that it would not be on the Crown Store. It's quoted above a few times.
You're saying that it was the truth less than 2 months ago when ZOS said:ZOS_GinaBruno wrote: »Since the Explorer’s Pack was only available as a pre-order bonus and was not sold on our website, it will not be moving to the Crown Store. I think that it's all of the incentives to support the game from early on have been repurposed. The initial crown transition/reward, any race in any alliance, monkey beta pet, mudcrab and the senche mount indirectly being placed on the cash shop already.
There's a point where one might ask themselves why they pre-ordered at all or supported the game from the start or even before then? I actually don't think there has been one item earned from supporting the game that hasn't been repurposed and solicited out. We basically beta tested this game for consoles and I don't think anyone can say this launch was in any shape or form smooth and to this day it still is not.
If the any race in any alliance were not offered in the preorder package and made out to only be available via that route then I certainly would have waited for them to get their stuff together. That first month was a pretty bad launch and the months afterwards were not much better. Not to mention the price of the game dropped down as low as $12.
As a company, you can only make your customers feel like fools for purchasing your service or product so many times. I know for a fact that I will never give ZOS another dime. Unfortunate for them but I think they blew that opportunity for themselves.

Well technically they didn't lie. The Explorer's Pack is not in the Crown Store. The Adventurer's Pack is though. Yes it's the same thing, and ZOS was deliberately misleading, but they didn't technically lie. Why are people surprised by developers being deliberately misleading at this point? It's commonplace and nothing new. Their PR machines function in much the same way that a political campaign does(as you pointed out).

Generally people pre-order a game and continue to support a game because they enjoy it or like the direction the developers are taking it. If you honestly pre-ordered or did this or that for some small boon I don't know what to tell you except that it will keep happening to you in many other games made by many other developers.

Does it also have the Pledge of Mara?Is it or is it not available on crown store? Just yes or no, based on NA crown store offers on live.
Its called the Adventures Pack NOT explorers pack, it has the all faction thing but i dont know if anything else was offered in the explorers pack. What does it really matter though, they have lied to us numerous times and nobody has really seemed to let it bother them or is this just a case of i am special and nobody should have what i have kind of thing?
It has every single item that the Explorer's Pack had ("Any Race, Any Alliance", "Pact Treasure Maps", "Covenant Treasure Maps", "Dominion Treasure Maps", "Coldharbour Treasure Map") except the Vermillion Scuttler.
Instead of the Scuttler, the "Adventurer's Pack" comes w/ a Bantam Guar pet, which is actually cooler imo, but that's completely subjective.
Basically, they changed the 1 pet and now it's the all-new, never-before-seen Adventurer's Pack!
It's totally different now, guys. Not the same thing at all. /endsarcasm

Oh, all of that is completely understood.
But that doesn't mean that at least one person won't hop on top of a soap box and rouse a rabble because of their terrible ethics. : )
I get how the world works (I'm old). It doesn't make it any less disappointing, though.
"Since the Explorer’s Pack was only available as a pre-order bonus and was not sold on our website, it will not be moving to the Crown Store. We’re going to remove this note from the patch notes to avoid any further misunderstandings."
I'm not really misunderstanding anything here. It was marketed as a pre-order exclusive. We were told it would remain exclusive. It didn't.
People seem to think that we have a problem w/ the pre-order exclusive bonus being available to other people. I don't have any issue w/ other people making whatever races they want on whatever faction they want. Should never have been gated behind an exclusive bonus in the first place, tbh.
Just to avoid further misunderstandings, I don't have a problem w/ others having the bonus. I have a problem w/ being straight up lied to.
I can count to potato.
