As I said at the start, it was a mistake to limit it at all if they were going to let pre-orders get it.
I agree, it should be universal, but promising it as an exclusive for pre-orders and then 'changing their minds' and selling it off is a pretty scumbag move, especially when it's not on the PTS. If they were going to pull this stunt, they could at least let us know in advance instead of keeping us in the dark until it's already happened. It's the complete lack of transparency that gets me.

Odd, I just bought the game for PC version, and it came with an explorer's pack code, but when I typed it in, it gave me an error, saying I cannot use it.
Did someone steal it?

The bolded part is why. Any race/any alliance was a pre-order perk, not an IE perk. If you pre-ordered the IE, then obviously you got perks from both, as did I. However someone that pre-ordered the regular edition does not have access to Imperial race, and someone that bought the IE at or after release does not get any race in any faction, only Imperial in any faction.

Well, we don't really know. This is currently all speculation. I (and others) were just pointing out how certain perks were gotten because of pre-order, and other perks were because of having the Imperial Edition, specifically that any race in any alliance was a pre-order perk, not an Imperial edition perk.
We won't know what is ACTUALLY in the crown store until it opens, or ZOS make an official statement detailing what's in it.

The race/alliance limitation is totally stupid. It's a shame that players even have to pay extra for this at all, but when you are F2P, these are the types of things you do.
Anyone who thinks that the "any race, any alliance" option should ONLY be available to people that pre-ordered the game (over a year ago), and should NEVER be offered to new players, is simply being a selfish whiner. ZOS would be absolutely stupid for not offering this, and anyone that thinks otherwise needs to wake up, and grow up.
